Labeling (aka "naming") is the act of giving some entity or concept a name. Contrast this with the act of giving an entity an *identifier*. Identifiers are usually unique within a system and tend not to be easy to say or remember. Labels are usually nouns or noun phrases that are descriptive, memorable, and pronouncable.
